I hope I have correctly understood your problem.
You probably used your credit card before to make transfers with MoneyGram.
Lately ING has been blocking certain transactions, for "security reasons"
You can independently make foreign wire transfers in the SEPA Area up to € 50,000/day, beyond this amount by calling the call center, the same procedure you must use to make them outside the SEPA Area or in a currency other than the Euro.

Probabilmente in precedenza per effettuare trasferimenti con Money Gram hai utilizzato la Carta di Credito.
Ultimamente ING sta bloccando certe transazioni, per "motivi di sicurezza"
Puoi fare in autonomia bonifici esteri in Area SEPA fino ad € 50.000 al giorno, oltre questo importo telefonando al calll center, stessa procedura che devi usare per effettuarli fuori dall'Area SEPA o in valuta diversa dall'Euro
